Brian Lenney, R-Nampa, emerged as one of the Legislature’s most aggressive advocates for tougher state immigration enforcement in 2026, helping spearhead a package of proposals that included requiring local law-enforcement agencies to pursue agreements with ICE, expanding immigration-status checks, mandating E-Verify for employers, scrutinizing refugee-resettlement programs, and creating penalties for organizations accused of concealing or harboring undocumented immigrants. Lenney has defended the push as an effort to enforce immigration law and protect Idaho workers, while immigrant-rights organizations and other critics have characterized the proposals as anti-immigrant and warned about their effects on families, schools, employers and community trust. His rhetoric also drew controversy after he described immigration and refugee resettlement in terms of “demographic replacement.”

He opposes Gang of 8 incumbent Representative Clint Hostetler, R-Twin Falls, who made immigration enforcement a central part of his legislative record, describing illegal immigration on his campaign website as a “border invasion.” In 2026, he voted for several measures expanding Idaho’s role in immigration enforcement, including HB 659, which sought greater cooperation between local law enforcement and federal immigration authorities; HB 660, requiring police to record and verify the immigration status and nationality of people arrested; SB 1247, the Idaho E-Verify Act; and SB 1260, legislation dealing with illegal entry into the state. Hostetler also personally made the successful committee motion that advanced HB 660 to the House floor despite opposition cited from major Idaho law-enforcement organizations, and he successfully moved to include charter schools in legislation collecting aggregated information on students’ immigration status, nationality and primary language.
